Beneficiaries: Armenia, Azerbaijan, Byelorussia, Georgia, Kazakhstan,
Kyrgyzstan, Moldavia, Mongolia, Russia, Tajikistan, Turkmenistan,
Ukraine, Uzbekistan.
Objectives: to sustain the transition process towards a market
economy and to consolidate democracy.
Actions: support for institutional, legal and administrative reforms;
support for the private sector and assistance in economic development;
development of infrastructure networks; promotion of environmental
protection and management of natural resources; development of
the rural economy.
Programming: as in CARDS, TACIS programming is developed on the
basis of "Country Strategy Papers", "Multiannual
Indicative Programmes" and "Annual Programmes",
prepared by the European Commission in agreement with the authorities
of the beneficiary countries. The programming is approved by the
TACIS Committee, made up of the Commission, the Member States
and the 10 acceding countries (currently with observer status).
