THE EU'S EXTERNAL CO-OPERATION

 

In May 2000, the European Commission (EC) launched an ambitious programme to reform the management of the external community aid in favour of beneficiary countries. New resources amounting to more than € 9,000 million were allocated, making the European Union the world's largest aid donor. Italy contributes approximately 12.5% of this amount, equivalent to € 1,300 million annually.
The reform objectives are intended to:
• improve the quality of projects and programmes;
• reduce the implementation time;
• ensure the financial, technical and contractual management procedures in conformity with the best international norms and practices;
• increase the impact and visibility of the EC assistance.

In order to implement this new policy, the EU has planned to "deconcentrate", that is, to transfer, the management of projects and programmes to EU delegations in beneficiary countries.
The new programming will be concentrated on Country/Regional Strategy papers defining the “strategic framework” for EU activities. This is the first time the EU has defined a coherent and strategic framework of priorities developed in collaboration with local governments, EU Member States and other bilateral and multilateral donors and, where possible, representatives from civil society.
The co-operation is implemented through specific programmes designed according to the different geographic areas: ALA for Latin America and Asia; EDF for Africa, the Caribbean and the Pacific; MEDA for the southern shore of the Mediterranean; PHARE for acceding countries; CARDS for the Balkans; and TACIS for Eastern Europe and Central Asia.
Specific committees of the Commission and the Member States discuss the entire programming.
As far as PHARE, SAPARD and ISPA are concerned, the instrument is intended to facilitate the accession process for EU candidate countries and the programming is therefore different from other programmes.
Both public and private actors may participate in the international co-operation programmes through international calls for proposal or calls for tender. The relevant information is available on the Commission site.

New regulations directing the Commission's future strategies for External Relations are under discussion.
