Legal basis: Reg. 3906/1989 and subsequent modifications
Duration: 2000-2006
Financial resources available: approximately € 11,000 million,
for the 2000-2006 period.
Intervention area: CEEC (Central and Eastern European Countries),
plus Cyprus, Malta, Turkey.
Beneficiary countries: Bulgaria, Cyprus, Estonia, Latvia, Lithuania,
Malta, Poland, the Czech Republic, Romania, Slovakia, Slovenia,
Turkey, Hungary.
Objectives: to promote the consolidation of Institutions (Institution
Building) and the reform of the Public Service; to support structural
investments correlated to adoption of the Community Acquis.
Actions: administrative-co-operation initiatives (twinning) between
the Member States' Public Services and those in the candidate
countries; horizontal investment programmes (multi-country; cross-border
co-operation; Community programmes) on themes of interest to several
candidate countries.
Programming: within the framework of pre-accession strategy, the
basic programming instrument is the Accession Partnership, established
by each candidate country in agreement with the Commission and
including the priorities, intermediary objectives and the financial
means necessary to achieving those objectives. The Accession Partnerships
are the basis for the National Programmes (NP), the Cross-Border
Co-operation Programmes (CBC Progrommes) and the other means provided
for by the pre-accession strategy.
