CARDS PROGRAMME

 

Legal basis: Reg. 2666/2000 of 7 December 2000
Duration: 2001-2006
Financial resources available: € 4,650 million for the 2000-2006 period
Intervention area: countries of south-eastern Europe

Beneficiaries: Albania, Bosnia-Herzegovina, Croatia, Serbia, Montenegro and the former Yugoslav Republic of Macedonia.
Objective: to encourage the participation of beneficiary countries in the Stabilisation and Association process.
Actions: reconstruction, economic and social development, regional stabilisation, strengthening of institutions, promotion of regional co-operation.
Programming: CARDS support is programmed on the basis of the following documents, which are prepared by the Commission services in agreement with the authorities of the beneficiary countries: "Country Strategy Papers", which normally cover 5 years, define the long-term objectives, and identify the priority intervention sectors; "Multiannual Indicative Programmes", which cover 3 years and assess the progress achieved by the beneficiary country and the actions considered necessary for achieving the objectives set up in the CSP; "Action Programmes” which cover 1 year and contain a detailed list of the projects to be financed during the year and the relevant financial resources.
