LATIN AMERICA: Argentina, Bolivia, Brazil, Chile, Colombia, Costa
Rica, Cuba, Ecuador, El Salvador, Guatemala, Honduras, Mexico,
Nicaragua, Panama, Paraguay, Peru, Uruguay, Venezuela.
ASIA: Saudi Arabia, Bahrain, United Arab Emirates, Iran, Yemen,
Oman, Qatar, Kuwait, Bangladesh, Brunei, Bhutan, Cambodia, the
Philippines, India, Indonesia, Laos, Malaysia, the Maldives, Nepal,
Pakistan, the People's Republic of China, Singapore, Sri Lanka,
Thailand, Vietnam.
The programme is intended to promote fundamental rights and to
guarantee long-lasting economic and social development.
Financial and technical development aid
The financial and technical aid is intended for the poorest regions
and gives priority to the following activities:
• rural-sector development (including aid to small cities
serving rural areas);
• food security;
• improvement of the economic, legal and social environments;
• protection of the environment and of natural resources;
• promotion of long-lasting development
• actions in the fight against drugs;
• a human dimension to development;
• a cultural dimension to development (in particular, support
for democratisation, promotion of proper public management, and
effective and equal promotion of human rights);
• promotion of the role of women and of their participation
in production processes, social activities and decision-making
processes;
• protection of children and of ethnic minorities;
• demographic issues.
Within the framework of financial and technical aid, regional
co-operation is considered to be a priority, particularly in the
following sectors: environment, energy, intraregional economic
development, the strengthening of regional institutions, support
to regional integration and to the implementation of common policies
and activities, regional communications, research, training, rural-sector
development and food security.
In the more advanced ALA countries, financial and technical aid
is intended for projects and programmes in the following areas:
democratisation and human rights, prevention of calamities and
reconstruction when they do occur, the fight against drugs, the
environment and natural resources, the strengthening of institutions
(the Public Service, in particular), pilot projects in favour
of the more disadvantaged sectors of the population, and regional
and interregional co-operation.
Economic co-operation
Co-operation of reciprocal interest to the Community and ALA
partners, intended particularly to strengthen the institutions
in ALA countries, so as to render the economic environment more
favourable to investment and development. The following is planned:
• to improve the scientific and technological potential
and the economic, social and cultural context, by means of training
and know-how transfer in the energy-, industrial-and-urban ecology-,
and service-technology sectors;
• to improve institutional support and to intensify the
dialog with the partners in order to render the legislative, regulatory
and social contexts more favourable to development;
• support to enterprises, particularly through commercial
promotion, training and technical assistance, contact among enterprises
and measures for the promotion of co-operation.
Regional co-operation is considered a priority for economic co-operation
as well, particularly in the following sectors: industrial ecology,
energy, intraregional trade, regional institutions for economic
integration, regional communication policies (including telecommunications),
research and training, and industrial co-operation.
The programme is intended for government institutions and regional
and local administrations in the beneficiary States, for regional
organisations, public bodies, local communities, private citizens,
co-operatives and NGOs.
The technical and financial aid and the costs of the economic
co-operation are assigned primarily in the form of non-repayable
aid or through calls for tender.
